Licensing is a state subject under the Act. In Delhi it runs through the Commissioner of Food Safety — in practice, the Department of Food Safety, Government of NCT of Delhi — with Registration granted by the Designated Officer for your area and State Licences by the state licensing authority. A Central Licence is issued by FSSAI’s regional office.

Delhi is a distribution market as much as a consumption one. Wholesalers and distributors supplying the NCR frequently cross ₹1.5 crore without noticing, which moves them from Registration to a State Licence. Importers clearing at the ICDs around the capital or at the air cargo terminal need a Central Licence regardless of turnover.

Delhi files also carry the NCR problem: a warehouse in Noida or Gurugram is a different state, with its own licence, and once a business operates in two or more states the head office needs a Central Licence as well. Distributors handling other brands’ stock are frequently under-licensed for the categories they actually store.

How long does an FSSAI licence take in Delhi?
Registration is often granted within a few working days. A State or Central Licence is scrutinised and may be inspected, so plan for a few weeks — and longer if the officer raises a query. Most delays we see are document problems that could have been fixed before filing.
Is the government fee different from state to state?
No. ₹100 a year for Registration, ₹5,000 for a State Licence and ₹7,500 for a Central Licence are national. What varies is which office handles your file and how quickly it moves.
