Annual return filing (Form D-1 / D-2).
A return not filed by its due date now places the licence under deemed suspension. It is the most expensive form a manufacturer can forget.
Form D-1 filed on time, every year — so a missed return never suspends your licence.
What’s at stakeA return not filed by its due date places the licence under deemed suspension (reg. 2.1.7(2)).
Where the rule comes from
Reg. 2.1.13(1) and proviso
Reg. 2.1.7(2) — deemed suspension for returns not filed
We quote the regulation behind every requirement. Where FSSAI hasn’t specified something, we tell you it’s our reading, not the law.

The mistakes we see most.
The due date is fixed — 31 May for D-1. Late now means deemed suspension.
A product reported outside the licence categories raises a question you didn’t need.
The regulation still carries a half-yearly Form D-2; FSSAI’s July 2022 FAQ says it was discontinued. We get the authority’s answer in writing.

Common questions
Do restaurants file Form D-1?
No. The annual return binds licensed manufacturers and importers. For dairy, the regulation adds a half-yearly Form D-2, but FSSAI’s FAQ of July 2022 says it was discontinued from 2020-21 — we confirm the position for your licence.
What if I produced nothing this year?
A nil return is still a return. If one is due, file it.
Which period does Form D-1 cover?
The previous financial year — April to March — filed by 31 May.
Often needed alongside.
