How do I change, transfer or close an FSSAI licence?

Can I change the address on an FSSAI licence?
A licence is tied to a premises. Correcting an address is a modification on FoSCoS; moving to a different premises is a new application, because the officer has to be satisfied about the new place. Doing this late is a common cause of enforcement.
Can an FSSAI licence be transferred?
Not as a sale of the licence. The Act allows a licence to continue for a limited period on the death of the holder while the successor applies. A new owner of a business applies in their own name.
Buying a running restaurant does not mean inheriting its licence.
How do I add a new product or category?
File a modification on FoSCoS and add the food category before you start making or selling the product. Trading in a category that is not on your licence is treated as operating without one for that product.
How do I surrender or cancel a licence?
File a surrender request on FoSCoS for the premises that has closed, and keep the acknowledgement. Leaving a licence to lapse instead leaves an obligation trail — returns and fees can still be recorded as outstanding against it.
My licence is deemed suspended. Can it be revived?
Usually yes. Deemed suspension generally follows a missed annual return or annual fee. Clearing what is owed and filing a revival request with the licensing authority is the normal route; trading has to stop until it is restored.

What happens if I just stop trading?
The licence stays on the register with your name against it. If a return or fee falls due it is still due. Surrendering is the clean exit, and takes minutes.
