Licensing is a state subject under the Act. In Maharashtra it runs through the Commissioner of Food Safety — in practice, the Food and Drugs Administration (FDA), Maharashtra — with Registration granted by the Designated Officer for your area and State Licences by the state licensing authority. A Central Licence is issued by FSSAI’s regional office.

Mumbai’s files are dominated by two things: outlets in rented premises, where the leave-and-licence agreement and the NOC decide how fast an application moves, and imports. Consignments landing at Nhava Sheva or at the Mumbai air cargo complex clear through FSSAI’s import division at that point, and the importer needs a Central Licence before the consignment is booked, not after it lands.

Rented premises are the local friction point: FSSAI wants proof of possession for the address on the licence, and in a Mumbai building that usually means the leave-and-licence agreement plus a society or landlord NOC. Get both before filing — a query on the premises document is the single most common reason a Mumbai file stalls.

Which office handles an FSSAI licence in Mumbai?

Maharashtra’s FDA administers licensing under the Commissioner of Food Safety. Registration is granted by the Designated Officer for your ward; a State Licence by the state licensing authority; a Central Licence by FSSAI’s regional office.

I import through Nhava Sheva. What do I need first?

A Central Licence with importer as the kind of business, and an IEC. The licence must be in place before the consignment moves — and imported labels have a limited set of elements that can be corrected by sticker at the port.

How long does an FSSAI licence take in Mumbai?

Registration is often granted within a few working days. A State or Central Licence is scrutinised and may be inspected, so plan for a few weeks — and longer if the officer raises a query. Most delays we see are document problems that could have been fixed before filing.

Is the government fee different from state to state?

No. ₹100 a year for Registration, ₹5,000 for a State Licence and ₹7,500 for a Central Licence are national. What varies is which office handles your file and how quickly it moves.
