FSSAI licence for a café, tea shop or juice shop.

Most cafés, tea shops, juice shops and ice-cream parlours need an FSSAI Registration at ₹100 a year, because their turnover is under ₹1.5 crore. The row you pick matters more than people expect: the tea-shop row stops at ₹1.5 crore, and a tea seller on a cart may owe no fee at all.

A café with seating applies under Restaurants: Registration at ₹100 a year up to ₹1.5 crore turnover, State Licence at ₹5,000 up to ₹50 crore, Central above. A tea shop or snack counter can use Petty Retailer of snacks/tea shops, which is Registration only. A tea seller on foot or with a cart is a Hawker: nil fee.

The tea-shop row has a ceiling

Petty Retailer of snacks/tea shops exists only up to ₹1.5 crore turnover. A tea chain that grows past that has no State tier on that row. It moves to Restaurants, which does have one, and files a modification.

The Hawker row, for itinerant or mobile food vendors, carries a nil fee since 28.09.2024. It is still a Registration, and Schedule 4 Part I still applies.

Making ice cream is manufacturing

A parlour that churns its own ice cream or kulfi makes edible ices, which sits on the manufacturing rows. A parlour that scoops bought-in tubs is retail and service. A licence covers only the kinds of business written on it, so list both if you do both.

Potable water goes into every glass

Water used in food must be potable, with a continuous supply on the premises. For a juice bar that includes what goes into the blender; our reading is that it covers the ice too. Test it at regular intervals.

Clean hands, covered food

Handlers wash with soap before work, keep nails trimmed and wear clean aprons and head wear. Everything stored or on sale must be covered. For a counter of cut fruit or pastries, this is what gets checked.

Menu labelling binds food service establishments with a Central Licence or outlets at 10 or more locations. A café brand opening its tenth outlet crosses that line.

Every premises shows the Food Safety Display Board with its number. FSSAI publishes sector boards, including restaurant, street food and ice-cream cart versions.

Registering a café under the tea-shop row, then growing

It works at ₹100 while small, but the row ends at ₹1.5 crore. Moving to Restaurants later is a modification, so picking the right row at the start saves one.

Paying ₹100 for a cart that qualifies as a hawker

Mobile vendors have had a nil fee since September 2024. A fixed stall is not a hawker, though, so check which one you are.

Making the product is manufacturing. If the certificate only says retail, the ice cream you make isn't covered.

What is the FSSAI license cost for a cafe?

For most cafés, the government fee is ₹100 a year, a Registration, because turnover is under ₹1.5 crore. From ₹1.5 crore to ₹50 crore it is a State Licence at ₹5,000 a year; above that, Central at ₹7,500. The fee is the same in Delhi, Bangalore or anywhere else in India. Our fee is ₹4,500 for a Registration, ₹12,500 for a State Licence and ₹19,500 for a Central Licence, one-time plus GST.

Is FSSAI license mandatory for a tea shop?

Yes. FSSAI's table lists Petty Retailer of snacks/tea shops as a kind of business needing a Registration, at ₹100 a year up to ₹1.5 crore turnover. A tea seller who moves around on foot or with a cart is a Hawker, which also needs a Registration but pays no fee. A registered street vendor may already be deemed registered.

How do I get an FSSAI license for a tea shop?

Apply on FoSCoS, FSSAI's official portal, choosing Registration and the Petty Retailer of snacks/tea shops kind of business, or Hawker for a mobile stall. Upload a photograph, photo ID, proof of the premises and your item list, and pay ₹100, or nothing as a hawker. The 2026 amendment provides for instant registration where the application is complete.

What is the FSSAI licence price for a juice shop?

₹100 a year to FSSAI for a Registration while turnover is up to ₹1.5 crore, applied for under Restaurants or Petty Retailer of snacks/tea shops. Our Registration filing fee is ₹4,500, one-time plus GST. The rules to watch are potable water, clean handling of cut fruit and covered storage under Schedule 4 Part I.

Which FSSAI license does an ice-cream parlour need?

It depends on whether you make the ice cream. Scooping or selling bought-in ice cream is a food service or retail row. Making ice cream, kulfi or frozen desserts on site adds a manufacturing row covering edible ices. Both are tiered by turnover, starting with a ₹100 Registration up to ₹1.5 crore. Pre-packed cups or cones you make need a full label.

Do coffee shops and coffee carts need a food license?

Yes. A coffee shop applies under Restaurants. A coffee cart is either a Hawker, if it moves around (nil fee), or Food Vending Agencies, a trade row covering sale from a temporary or fixed stall, cart or machine. At up to ₹1.5 crore turnover that is a ₹100 Registration.

What about a cafe license in Dubai, the UK or Malaysia?

Those are other countries' licensing systems and have nothing to do with FSSAI. This page covers India only. In India the FSSAI part is national: the same rows and fees apply in every state. Local permissions such as trade or shop licences are set by municipal and state bodies and vary.
