FSSAI licence for a hotel.

Hotels are one of the two places where FSSAI’s 2026 table still uses something other than turnover: five-star and above need a Central Licence at ₹7,500 a year, and hotels up to four-star a State Licence at ₹5,000. The same row lists a ₹100 Registration for hotels with turnover up to ₹1.5 crore.

Star rating, not turnover, sets the upper tiers

The Hotel row lists three criteria: five-star and above → Central Licence, ₹7,500; up to four-star → State Licence, ₹5,000; annual turnover up to ₹1.5 crore → Registration, ₹100. How the last two interact isn't stated, so confirm before filing.

FSSAI's FAQ says a star-rating certificate is not a prerequisite document for a hotel's licence. The rating still decides the tier, so a hotel upgraded to five-star moves to a Central Licence.

  6. Nomination of a responsible person, Form IX, for a company

What goes wrong

Common mistakes with hotel licences.

Staying on a State Licence after a five-star upgrade

The rating decides the tier. After an upgrade, the State Licence no longer describes the business, so move to Central.

Separate licences for each outlet inside one hotel

Everything at one premises goes on one licence. Separate licences for your own outlets add fees and paperwork without adding cover.

Assuming the hotel's licence covers a leased-out restaurant

If another company runs it, it's their food business under the Act. Ask for their number and keep it on file.

Selling packed cakes from the lobby on a food service licence

Packing products for sale is manufacturing and needs the row, a full label and Legal Metrology registration. Adding it is a modification.

What is the FSSAI license fee for a hotel?

Five-star and above: Central Licence, ₹7,500 a year. Up to four-star: State Licence, ₹5,000 a year. The Hotel row also lists Registration at ₹100 a year for turnover up to ₹1.5 crore. You pay the government fee directly to FSSAI. Our fee is ₹4,500 for a Registration, ₹12,500 for a State Licence and ₹19,500 for a Central Licence, one-time plus GST.

Is an FSSAI licence required for every hotel?

Every hotel that serves food needs one. The 2026 table defines a hotel as a commercial establishment providing lodging, meals and other guest services, and gives it its own row. Trading without the licence your business needs can draw up to six months' imprisonment and a fine up to ₹5 lakh under s.63 of the FSS Act.

How do I apply for an FSSAI license for a hotel?

On FoSCoS, FSSAI's official portal. Five-star properties apply to the Central Licensing Authority; up to four-star, to the State Licensing Authority, both on Form B. List every kitchen activity at the address, upload the premises proof, constitution documents, food categories and FSMS plan, and pay the fee. We file on your own FoSCoS login.

Can a small hotel or guest house get FSSAI registration?

The Hotel row lists Registration at ₹100 a year for turnover up to ₹1.5 crore, alongside "up to four-star: State Licence". For an unrated guest house under ₹1.5 crore, our reading is that Registration applies. For a rated property under that turnover, the table doesn't say which criterion governs, so confirm with the licensing authority.

Does a hotel need a star certificate for its FSSAI licence?

No. FSSAI's FAQ says a star-rating certificate is not a prerequisite document for a hotel's licence. The rating still matters, though, because five-star and above take a Central Licence and up to four-star a State Licence. If you apply as five-star, be ready to give the classification details; if your rating changes later, the licence tier changes with it.

Does one FSSAI licence cover the hotel's restaurant, bar and banquets?

Yes, if the hotel runs them at the same premises. FSSAI's FAQ says all food activities at one premises can go on a single licence, with each kind of business listed. Outlets run by a separate operator are that operator's food business and need their own licence. Liquor permissions are a separate state excise matter.
