Yes, a kirana, grocery or general store that sells food needs FSSAI, under the Retailer kind of business; up to ₹1.5 crore turnover that is a ₹100-a-year Registration. The same applies to a medical store that sells health supplements, baby food or packaged snacks alongside medicines.
Most kirana and grocery shops need an FSSAI Registration under the Retailer kind of business, at ₹100 a year, if annual turnover is up to ₹1.5 crore. From ₹1.5 crore to ₹50 crore, as with many supermarkets, it’s a State Licence at ₹5,000. Above ₹50 crore it’s Central at ₹7,500. Each store needs its own.

Retailer, tiered by turnover
The Retailer row uses turnover alone: up to ₹1.5 crore Registration at ₹100 a year, ₹1.5–50 crore State Licence at ₹5,000, above ₹50 crore Central at ₹7,500. Most neighbourhood shops fall in the first band.

The June 2026 amendment exempted retailers from the FIFO/FEFO stock-rotation paragraph of Schedule 4. You no longer keep that register. The exemption removes a register. It doesn't make date-expired stock saleable.

A pure retailer doesn't have to hold a recall plan. When a product you stock is recalled, though, you must take it off the shelf, keep it apart and identified until it is disposed of. The exemption ends if you also make, import or supply wholesale.

Health supplements, nutraceuticals, infant food and packaged snacks are food under the FSS Act, and a pharmacy selling them is a Retailer by turnover. Medicines stay under drug law. The nutraceutical rule of Central at any turnover applies to manufacturers, not to shops that sell their products.

Registered businesses follow the basic hygiene rules in Schedule 4, Part I. A shop that moves to a State Licence moves to Part II, whose rules include yearly medical fitness for food handlers and a FoSTaC-trained supervisor for every 25 of them.

Selling packaged food is still a food business. The Retailer row exists for exactly this, and trading without a registration carries up to six months and ₹5 lakh under FSS Act s.63.
The moment you pack and label your own 1 kg packets, you are a repacker. That needs the right kind of business on the certificate, full labels and Legal Metrology packer registration.
A registration covers one premises. A second branch, even with the same owner and name, is a second application.

Is FSSAI license mandatory for a kirana store?
Yes, if the kirana sells food, and nearly every kirana does. It registers under the Retailer kind of business on FoSCoS. With turnover up to ₹1.5 crore, a ₹100-a-year Registration is enough. Running without one is punishable under FSS Act section 63, with up to six months' imprisonment and a fine up to ₹5 lakh.
What is the FSSAI license fee for a grocery store?
₹100 a year for a Registration, if annual turnover is up to ₹1.5 crore. A grocery store or supermarket between ₹1.5 crore and ₹50 crore needs a State Licence at ₹5,000 a year, and above ₹50 crore it's Central at ₹7,500. Licences no longer need renewal, but the fee is paid every year.
Which food license category is right for a kirana store?
Retailer: food bought from a manufacturer, distributor or wholesaler and sold to the end consumer. Add Repacker if you pack loose goods into your own labelled packets. Add E-Commerce (Central) only if the shop runs its own online store. Selling through a quick-commerce app as a seller doesn't make you an e-commerce business.
Is FSSAI license mandatory for a medical store?
Yes, if it sells any food, and most do: health supplements, protein powders, infant food, glucose, packaged snacks. Those are food under the FSS Act, and the pharmacy registers as a Retailer, tiered by turnover. Medicines themselves stay under drug law. A pharmacy that sells no food at all isn't a food business. That is our reading.
Does a supermarket need a State or Central licence?
It depends on the turnover of each store's business. Between ₹1.5 crore and ₹50 crore it's a State Licence, and above ₹50 crore Central. Each store is a separate premises needing its own licence. A chain with stores in two or more States/UTs also takes a head-office Central Licence at ₹7,500 a year.
How to get an FSSAI license for a grocery store?
On FoSCoS (foscos.fssai.gov.in), choose Registration (Form A) if turnover is up to ₹1.5 crore. Pick the Retailer kind of business, upload your photo, photo ID, proof of the shop premises and the list of food items, and pay ₹100. The 2026 amendment provides for instant registration where the application is complete.
Do retailers still need to keep FIFO/FEFO records?
No. The June 2026 amendment took retailers out of the FIFO/FEFO stock-rotation rule in Schedule 4, and FSSAI described that record-keeping as confined to manufacturers. The exemption removes a register, not the need to keep date-expired stock off the shelf. You also still have to pull recalled stock when told to.
