Is HACCP mandatory?

An FSMS plan is part of a licence application. Full HACCP certification is voluntary, but high-risk categories and exporters are usually expected to have it.

Do small kitchens need one?

A licence application needs an FSMS plan. For a Registration, Schedule 4 Part I still sets the hygiene basics.
